If their is a person to blame is Minister for special programmes,Mrs.Naomi Shaban, she advised the government to immediately close the IDP Camps so that the people would go back home, the ODM was against this because it wanted the government to first create some harmony among the people and release the arrested youth before sending people to their homes, this was received in bad faith by the other camp and they chose to follow the specl prgms minister which eventually was a flopped operation.
And now the Kibaki camp regrets taking the stand.

no they should have been taken back to their homes only after their homes were safe, you cannot take someone back home when his neighbours son is still in prison because of post election violence, there would never be peace here.
