We don’t expect the impossible from US President Barack Obama. But we are asking him to take concrete steps to counter terror with justice.

We welcome President Obama’s positive moves in his first days in office to: close Guantánamo; suspend trials by military commission; end the CIA’s secret detention programme and ban torture and other ill-treatment.
His next steps should be to: promptly charge Guantánamo detainees with recognizable criminal offenses or release them immediately; ensure that those detainees who are to be charged receive fair trials in US federal courts; and ensure that an independent commission on US “war on terror” abuses is set up.
